A native of Lakewood, Colorado, Scott J. Spendlove is an invaluable presence at the State Capitol for InterMountain’s government relations clients. He assists these clients in developing and implementing legislative strategy and works with legislative leaders and various state departments to advocate beneficial bills and defeat measures that would be adverse to client needs. He monitors legislative and political developments on behalf of major corporate employers such as First Data, as well as some of Colorado’s largest mining operations and other clients in natural resources, finance and telecommunications. He has also assisted clients such as the Lake Cedar Group with mobilizing grassroots and community support for regulatory matters before local government entities.

Before joining InterMountain, Scott held several positions in Colorado Governor Bill Owens’ administration, including Deputy Director of the Office of Legislative Liaison and Chief of Staff to the Lieutenant Governor.  Most recently, he was a program/policy analyst for the State Department of General Support Services, promoting efficiencies and cost savings in state government.  Scott also worked on the governor’s New Century Colorado project to streamline the state procurement system and improve training for the state workforce.

Prior to his tenure in the Owens administration, Scott worked in Washington D.C. for the American Legislative Exchange Council, a state legislative nonprofit organization, on energy and environment issues.  He has also served the Colorado Republican Party as Director of Research. Scott is a graduate of Lewis and Clark College in Portland, OR, with a Bachelor's degree in International Affairs.
